Form 16 is the certificate an employer gives each year showing your salary and the income tax (TDS) it deducted and deposited for you.
Employers issue Form 16 after the financial year ends. You use it, together with Form 26AS and AIS, to file your income tax return.
Payments that are not salary (freelance fees, commissions, payouts) come with a different TDS certificate, not Form 16.
